Enhancing Police-Community Cooperation, Building a Strong Safety Line | “Anti-Fraud” Member Seminar Successfully Held

To further enhance HKICEC members’ awareness of fraud prevention and safeguard their property, we specially organized an “Anti-Fraud” seminar. We were honored to invite Mr Tsang Chiu Fo, Assistant District Commander (Crime) of Kwun Tong Police District, who visited the Chamber office on March 12 to share real cases from the communications equipment industry with attending members, thereby strengthening fraud prevention awareness.

During the seminar, Mr Tsang first shared the latest crime statistics, noting that the overall figures in Kwun Tong District, the East Kowloon Region, and Hong Kong as a whole showed a downward trend in 2025 compared with 2024, reflecting continuous improvement in public security. He also highlighted several cases that had occurred around Hung To Road, including cryptocurrency trading scams, fraud involving unknown transport companies, and robberies triggered by individuals carrying large amounts of cash alone.

Mr Tsang gave members some practical safety tips:
∙ Stay alert during cryptocurrency deals and always verify the counterpart’s identity;
∙ Avoid trusting unknown transport companies promoted online to prevent falling into scams;
∙ If you need to carry a lot of cash, bring friends along to keep yourself secure.

In addition, Mr Tsang provided a detailed explanation of the 10 most common fraud cases in Hong Kong in 2025, among which “online investment scams” involved the highest amounts of money defrauded. Through real case analyses, he illustrated the tactics used by fraudsters and reminded members to remain vigilant, not to be misled by promises of high returns, and to avoid financial losses.

Recently, the Police launched a brand-new mobile app that integrates multiple e-services, creating a one-stop convenience platform. Key features include:
∙ “Yes Sir” AI chatbot, offering 24-hour online consultation;
∙ A newly established e-Reporting Centre to enhance reporting efficiency;
∙ “Citizen Eye” public reporting platform, encouraging citizens to actively provide intelligence.

Following the sharing session, members actively raised questions, with issues related to “cargo loss/missing goods” drawing the greatest concern. Mr Tsang noted that in the absence of sufficient evidence, it is indeed difficult to pursue such cases, and advised members to consider purchasing relevant insurance during transactions to strengthen their own protection.

At the conclusion of the event, HKICEC Chairman Mr Jacky Tse presented a Certificate of Appreciation to Mr Tsang, expressing gratitude for the Police’s long-term support and professional sharing. The seminar, lasting over an hour, was substantial and highly interactive. Members remarked that they had gained valuable insights and a deeper understanding of fraud prevention. We sincerely thank the more than 60 members who participated enthusiastically today, and we look forward to organizing more practical and thoughtful member activities in the future to jointly safeguard a secure business environment.
